Counsellor Mike Layton has advised us that the Executive Committee of City Council has asked the City Manager to draft a report on the requirements of having community groups, like our residents association, register as lobbyists before contacting their own city councillor. This would create a cumbersome regime that would be a burden for community groups and would deter many from engaging with their city councillors. Non-profit organizations like DCARA are not like corporations lobbying the city for their own private interests.
